The ENPI CBC Mediterranean Sea Basin Programme
The First Call for proposals for standard projects is now closed (20.10.09). It concerns the four Programme Priorities and ten Measures
and is allocated around € 32 million. Call text is available here in Arabic and English languages.

The ENPI CBC Mediterranean Sea Basin Programme is part of the cross-border cooperation component within the new European Neighbourhood and Partnership Instrument (ENPI).
The Region of Sardinia has been designated as Joint Managing Authority by the participating Countries.
The general objective of the Programme is to contribute to promoting a sustainable and harmonious cooperation process at the Mediterranean Basin level by dealing with the common issues and enhancing its endogenous potential.

The ENPI CBC Mediterranean Sea Basin Programme includes the European Union (EU) and partner countries regions placed along the shores of the Mediterranean Sea. The cooperation actions defined in the Programme are complementary to those foreseen within the Euro-Mediterranean partnership launched in 1995 through the “Barcelona Process”, which continues to be a key element of the EU relations with the Mediterranean countries.
Representatives of 15 Countries (7 EU Member States and 8 Mediterranean Partner Countries) composing the Joint Task Force (TFC), have participated in the programming phase (started in September 2006), under the coordination of the Autonomous Region of Sardinia, acting as Joint Managing Authority (JMA) of the Programme.
The Joint Operational Programme, approved on August 14th by European Commission decision C(2008)4242, establishes the priorities and measures to achieve as well as the allocation of the resources for each priority and the Programme management modalities.

The programme is structured according to four priorities, based on the EU orientations for the cross-border cooperation component of the ENPI:
1) promotion of socio-economic development and enhancement of territories;
2) promotion of environmental sustainability at basin level;
3) promotion of better conditions and modalities for ensuring the mobility of persons, goods and capitals;
4) promotion of cultural dialogue and local governance.

Following the launch of calls for proposals, public and private actors coming from eligible territories and organised in partnerships will have the opportunity to submit joint projects, in accordance with the Implementing Rules for the cross-border cooperation programmes (Commission Regulation (EC) No 951/2007).

The main beneficiaries are: local and regional public authorities, NGOs, development agencies, universities and research institutes, local and regional private actors operating in the fields of intervention of the Programme, etc…

The operational and financial management of the Programme is ensured by the Joint Managing Authority, assisted by a Joint Technical Secretariat. The Joint Monitoring Committee, composed of the representatives of all the participating countries, is the decision-making body of the Programme: it monitors its strategy and effective implementation.

The ENPI CBC Mediterranean Sea Basin Programme has a budget of € 173 million for the period 2007 - 2013, coming from the European Regional Development Fund (ERDF) and from the financial allocations under the Heading 4 - EU as global partner - of the EC budget. The participating countries/beneficiaries will add to this amount a minimum co-financing of 10% on each financed project.

Background
The European Neighbourhood Policy (ENP) was developed in the context of the EU 2004 enlargement, with the objective of avoiding the emergence of new dividing lines between the enlarged EU and its neighbours and instead strengthening stability, security and well-being for all concerned. Throughout the ENP, the EU offers its neighbours a privileged relationship, building upon a mutual commitment to common values (democracy and human rights, rule of law, good governance, market economy principles and sustainable development). Since 2007, the European Neighbourhood and Partnership Instrument (ENPI) has replaced the previous geographic and thematic EC assistance programmes.
A specific and innovative feature of the ENPI is its cross-border cooperation (CBC) component, which aims at reinforcing cooperation between the territories located along the EU external borders. The joint operational programmes implemented within this framework bring together regions of Members States and partner countries sharing a land or maritime common border. Two types of programmes are established: bilateral, for common land borders (or short sea crossing), and multilateral, covering a sea basin. The "Mediterranean Sea Basin" Programme is one of the latter.

Within the framework of the call for standard projects (deadline is 20/10/2009)
HERIMED is the partner facilitator for the dialogue among several organisation Lead Applicants representing EU MS and partners coming from the South of the Mediterranean area (Jordan, Egypt, Tunisia, etc).
HERIMED attended the Launching conference of ENPI CBC MED Programme held in Cagliari
on July, 13-14 2009.
HERIMED also attended the meetings with several organisation Lead Applicants of Standard projects aimed at the project design phase of different project's proposals that were submited within the framework of this call.
